The strategic resource and oligarchy stacking changes hurt Rome hard in how it compares to other civs. It's that severe not from the perspective of the AI but in accordance to its rankings vs other civs. Thanks for reading and I hope this list is helpful for you! I will probably be preparing top 20 civs for each victory type in the coming weeks so keep a lookout for that. This is my subjective opinion based on extensive testing, but I did try as I always do to be as thorough as possible. So without further ado, here's the list:Īnd that's it! As always I expect to have some interesting discussion in the comments about why I placed certain civs where I did but remember that there is no true objective way to rank any of this. Also, don't be bothered by any particular civs placement within a tier because I feel like every civ within each tier is very close to eachother in strength. You will notice that there's not alot of civs in the bottom two tiers because I really feel like most of the civs are pretty balanced and viable now. As always, this list is based on Single Player Deity difficulty, Standard Map Size, Standard Speed, and I've tested all of these on Continents, Fractal and Archipelago Map Types with Disaster setting set to max. It's taken me a lot of playtesting to figure out exactly what civs are easiest to win with in most situations. Hey guys! Sorry it's taken me so long to release this tier list. ![]()
